Short answer: Yes.
Longer answer: The old T.A. Toolbar was a Word Add-in (pretty much just a Word document with a lot of macros). However, when Microsoft went to Word 2007 and the infamous "ribbon,"

it was no longer possible to have a free-floating toolbar. Thus T.A. Toolbar had to be coded as a stand-alone application--but one using Microsoft's interoperability tools--and that, in turn, requires both programs to run simultaneously.
